The Cabinet of Ministers proposes the Verkhovna Rada to establish a National Commission, carrying out state regulation in the sphere of transport. Bill No. 3835 was registered in the Verkhovna Rada on 28 January 2016
According to the explanatory note, the establishment of such a Commission should ensure effective state regulation of the markets of natural monopolies and related markets in the field of transport, in particular on the formation of tariff policy.
Proposes that the national Commission for transport is the body of state regulation of activity of subjects of natural monopolies in the transport sector and economic entities operating on the related markets in the field of transport.
Among the functions of the Commission:
- installation of tariffs for services provided by natural monopolies in the transport sector and by business entities that operate in related markets, in accordance with the law;
- monitoring of the transport market in comparison with world;
- development of proposals on improvement of legislation in this sphere;
- introduction of proposals on conclusion of state contracts, development of standards and indicators of quality of services in the field of transport, as well as proposals for the regulation of investment processes in this sphere.
Under the bill, for non-execution or untimely execution by subjects of natural monopolies in transport or the entities that operate in related markets, decisions of the national Commission on transport there is a penalty for officials of these entities in the amount from 2 to 5 thousand non-taxable minimum incomes of citizens.
